With reference to your letter No.45612/23 of
the 19th instant, regarding the proposed issue of King's
Regulations for the control of the opium traffic between
the Persian Gulf and the Far East, I am directed by the
Secretary of State for Foreign Affairs to transmit to you,
herewith, to be laid before the Duke of Devonshire, a
copy of the previous correspondence on this subject with
the Home Office and India Office, and to express regret
that your department had not hitherto been consulted.
2. The Secretary of State would be glad if he could
now be furnished with the observations of the Duke of
Devonshire on the question at His Grace's earliest
convenience,
